About RUVO Consulting

Most consultants specialize in one sector. I've led inside six: state government, national philanthropy, global financial regulation, higher education, CDFIs, and community-based organizations.

I'm Rushka Tcholakova, Principal of RUVO Consulting, LLC, a woman-owned social sector consultancy. Across 15+ years, I've worked across markets including Houston, Chicago, Irvine, Albany, Long Island, and globally, negotiated the first healthcare pay-for-performance contract in New York's Capital Region, authored a housing and economic stability framework adopted into New York's State of the State, and helped architect a $10.5M digital modernization pilot for Minority Depository Institutions alongside U.S. Treasury and major financial partners. My work has ranged from fulfilling fractional leadership roles to advising on strategy, branding and communications, and data-informed plans that turn ambition into a workable roadmap.

My approach centers human-centered and trauma-informed design, community trust-building, and applied, interactive learning over passive instruction. I've led training for law enforcement, credit unions, city agencies, and community-based nonprofits alike, building something that works whether the room is a boardroom or a break room.

In my spare time, I invest in shaping the next generation of leaders as an Adjunct Professor at the University of Houston–Downtown, and write candid, real-world essays on the social sector through my Substack, The Unwritten Rules.
